The Hong Kong Productivity Council (HKPC) is a multi-disciplinary organisation established by statute in 1967, to drive technology applications and new industrialisation for Hong Kong enterprises to harness new productive forces. To meet the challenges of a rapidly evolving business environment, we are looking for a seasoned executive for the post of General Manager, Funding Schemes to oversee HKPC’s secretariat service for Government funding schemes.

What you'll do:
- Direct and oversee the secretariat service of government funding schemes to ensure operational excellence, superior customer experience, and compliance with the requirement of each government funding scheme
- Formulate, drive and implement the operational process of the secretariat service, including administrative and technical vetting, quality control, submission of funding applications to vetting committees, fund disbursement, and monitoring the deliverables of the applicants against the funding agreement
- Drive business development and marketing of HKPC secretariat service and acquire new business opportunities from government departments/ bureaux
- Drive and monitor the performance of government funding schemes against defined KPIs, and maintain the financial viability of the funding schemes. Enhance operational process to improve efficiency and productivity while providing effective quality control and ensuring compliance with various guidelines and regulations
- Liaise and negotiate with government authorities overseeing funding schemes to agree on funding programme development and implementation plans. Communicate closely with government authorities on the implementation status of funding schemes
- Investigate and handle promptly the feedback and complaints from applicants. Continuously enhance customer service via digitalising application platforms, simplifying process and managing professional call centres
- Lead promotion plans of government funding schemes as per implementation plans, develop and execute engagement activities to proactively collect feedback from stakeholders
- Manage team performance by instilling a performance driven culture and customer servicing mindset. Provide guidance to upgrade the individual capabilities and performance within the team and ensure sustainable talent pipeline to cope with changing needs
You'll be a good fit if you have/are:
- Bachelor’s degree or above from disciplines such as Business Management, Financial Management, or equivalent. Candidate with second Degree in science or technology disciplines an advantage
- Over 20 years of solid experience in funding scheme administration management, public administration management, and management consulting, of which at least 10 years involved occupying a leading position in sizeable organizations
- Experienced strategic partner to senior management and possessing strong relationship management skills. Prior experience in liaising and collaboration with government authorities preferred
- Sound relationship with various industries, trade associations, and professional institutions
- Strong leadership, business acumen, project management, client relationship management and people management skills with a visionary and strategic mindset
- Exposure to operational process improvement and qualification, e.g. six sigma, an advantage
- Extensive experience and proven track record in developing and leading corporate programmes and projects
- Self-starter embracing new ways of working to optimise performance
- Ability to work and lead in a fast paced and dynamic environment, and effectively handle multiple, complex and competing priorities independently
- Prior exposure to public sector operation an advantage
- Good command of English and Chinese

HKPC will take into consideration both the quantitative and qualitative requirements of the post when selecting the suitable candidates. A competitive salary package commensurate with academic qualifications and experience will be offered. The successful candidate will be employed on a fixed-term contract basis, which is renewable subject to appointee’s performance and the Council’s development needs.
