Chief Operating Officer, Funding Schemes

The Hong Kong Productivity Council (HKPC) is a multi-disciplinary organisation established by statute in 1967, to promote productivity excellence through integrated advanced technologies and innovative service offerings to support Hong Kong enterprises. To meet the challenges of a rapidly evolving business environment, we are looking for a seasoned executive for the post of Chief Operating Officer, Funding Schemes.
Job Duties
- Build a new team to support funding schemes, provide leadership and oversight of performance management and capability building
- Formulate, drive and implement strategies and plans on the government funding schemes to fulfil HKPC’s mission in enhancing business productivity and competitiveness
- Lead, integrate, cross-fertilize and leverage the funding schemes to upgrade and transform the industries
- Proactively pulse enterprise and industry needs, develop and enhance the funding schemes to serve industry-wide business
- Establish industrial network, and foster close collaboration with the government authorities and across multiple disciplines and stakeholders
- Direct and develop a strategy to engage the industry partners in multiple disciplines and stakeholders
- Maintain the financial viability of the funding schemes, and achieve the KPIs
- Establish a comprehensive mechanism for review and monitoring the funding schemes
- Oversee the funding schemes for effectiveness and compliance, and contribute to the ultimate goals of industry support
- Enhance customer experience of funding schemes applications
Job Requirements
- Bachelor Degree or above from disciplines such as Business Management, Financial Management or equivalent
- 25 years or more working experience with sizable organizations in which more than 15 years in senior leadership roles
- Experience in financial controlling preferable
- Experienced strategic partner to senior management and strong relationship management
- Extensive experience and proven track record in developing and leading corporate-wide programmes and projects
- Prior experience in liaising and collaboration with the government authorities preferred
- Demonstrated strategic mindset and capabilities, excellent leadership and analytical skills
- Strong judgement sense, crisis and risk management skills and managed to address critical issues proactively and tactfully
- Good command of English, Cantonese and Putonghua

HKPC will take into consideration both the quantitative and qualitative requirements of the post when selecting the suitable candidates. A competitive salary package commensurate with academic qualifications and experience will be offered. The successful candidate will be employed on a fixed-term contract basis, which is renewable subject to appointee’s performance and the Council’s development needs.
